Position Overview

"Navitas Partners, LLC" is seeking an experienced Operational Procurement & Project Manager to support IT procurement, contract management, and vendor implementation initiatives. This role requires a strong background in public sector procurement processes, stakeholder coordination, and project execution for technology solutions.


Key Responsibilities

Operational Procurement Management

  • Lead and manage all procurement activities, including new acquisitions and contract renewals, ensuring alignment with IT policies, timelines, and budget requirements.
  • Collaborate with procurement leadership and legal/compliance teams to address contractual, regulatory, and risk-related considerations.
  • Maintain a comprehensive tracking system for renewals, procurement events, policy exceptions, and key contract milestones.
  • Participate in procurement planning meetings to gather requirements and ensure alignment between stakeholders and procurement teams.
  • Act as the primary liaison between program teams and procurement stakeholders, resolving issues and ensuring process efficiency.

Solicitation & Proposal Management

  • Support development of solicitation documents, including RFQs, RFPs, and Statements of Work (SOWs).
  • Provide guidance on appropriate language to ensure clear and accurate vendor responses.
  • Coordinate across program teams, fiscal staff, and stakeholders to compile and finalize solicitation packages.
  • Perform quality reviews of solicitation documents prior to submission for publication.

Implementation Project Management

  • Lead project management efforts for vendor implementations, including COTS and MOTS technology solutions.
  • Develop and maintain project plans, schedules, deliverables, and communication frameworks.
  • Coordinate with internal teams, vendors, and technical stakeholders to manage risks and resolve issues.
  • Monitor project progress against scope, budget, and contractual obligations; escalate issues as needed.
  • Provide regular status updates and documentation to support governance and decision-making.

Contract Management

  • Serve as the primary technical point of contact for contract-related inquiries and compliance reviews.
  • Conduct initial compliance assessments to ensure vendor performance aligns with contractual and technical requirements.
  • Escalate complex issues to appropriate leadership for resolution.
  • Maintain organized records of contract deliverables, amendments, performance metrics, and issue logs to ensure audit readiness.

Required Qualifications

  • Experience in IT procurement, contract management, or project management within a government or large enterprise environment.
  • Strong knowledge of procurement processes, RFP/RFQ development, and vendor management.
  • Proven ability to manage multiple projects and stakeholders simultaneously.
  • Excellent communication, documentation, and organizational skills.

Preferred Qualifications

  • Experience managing COTS/MOTS implementations.
  • Familiarity with compliance, risk management, and public sector procurement standards.
  • PMP, ITIL, or similar certifications are a plus.
