Position Overview

We are seeking an experienced Business Analyst Level 3 to support a large, complex enterprise transformation initiative. The selected candidate will work closely with project leadership and cross-functional teams to lead business analysis activities, manage a team of Business Analysts, and ensure high-quality requirements and deliverables throughout the project lifecycle.

This role requires strong leadership, deep requirements analysis expertise, and experience working on large-scale, multi-stakeholder system implementations.


Key Responsibilities

  • Partner with the Functional Manager to lead and coordinate a team of Business Analysts

  • Organize, assign, and track business analysis tasks, schedules, and project artifacts

  • Review and ensure quality of BA deliverables and output work packages prior to stakeholder review

  • Create and manage business analysis documentation aligned with project methodology and standards

  • Schedule, facilitate, and lead stakeholder meetings, workshops, and review sessions

  • Conduct detailed requirements analysis of existing systems and business processes

  • Identify and document As-Is and To-Be business and system requirements

  • Collaborate with business partners to determine which rules and processes will be retained, modified, or retired within project scope

  • Apply prescribed business analysis tools and methodologies, including:

    • Context diagrams

    • Process flows

    • Use cases

    • Requirements Traceability Matrix (RTM)

    • User interface specifications and mockups

  • Elicit requirements from agency stakeholders, subject matter experts, end users, and executive teams

  • Ensure deliverables align with business needs, system planning, and solution design goals

  • Conduct peer reviews and support internal quality assurance processes

  • Adhere to established project timelines, milestones, and priorities

  • Work collaboratively with blended teams consisting of internal staff and vendor partners


Mandatory Qualifications

  • Level III Business Analyst with 7+ years of experience on complex projects

  • At least 2 years in a leadership or lead Business Analyst role

  • 7+ years of client-focused business and requirements analysis experience, including:

    • Leading requirements gathering sessions

    • Analyzing and validating requirements

    • Documenting system requirements to support CI/CD environments

    • Preparing technology recommendations and best-fit solution proposals

  • 7+ years of experience supporting enterprise-level software development projects

  • Proven ability to work closely with business stakeholders, technical teams, and other Business Analysts


Desired Qualifications

  • 5+ years of experience analyzing requirements across multiple agencies, preferably within the Human Services domain, including:

    • Eligibility and enrollment systems

    • Case management

    • Financial management (e.g., SNAP, HEAP, PA, Child Care)

  • 7+ years leading requirements gathering and analysis efforts for large initiatives

  • Experience implementing web-based, client-facing applications

  • 7+ years of experience with Agile tools and artifacts, including:

    • JIRA boards and sprint planning

    • User stories and use cases

    • Screen prototypes and functional specifications

    • Requirements management tools (e.g., Blueprint or similar)

  • 5 years of experience performing multiple roles (e.g., Business Analyst and Tester)

  • Experience assisting with roadmaps, sprint planning, and initiative execution
