Job Description

Level Description:

  • Certification in Project Management or Scrum Master is a plus.

Role Overview:
Project Managers oversee specific projects within an organization. Responsibilities include planning, budgeting, overseeing, and documenting all aspects of assigned projects. They may work independently or lead a team to deliver successful outcomes.

Additional Job Details and Special Considerations:

  • Oversee resource allocations, work plans, and schedules for PMAS team initiatives.
  • Collaborate with the Office of the Chief Data Architect and Office of Data Analytics & Performance on Legacy Analytics Modernization for Access & Eligibility Services Reporting.
  • Develop and publish project management documents and deliverables in compliance with Project Delivery Framework directives.
  • Potentially create RFPs defining vendor services and deliverables for data management solutions.
  • Secure matching federal funds through federally approved IAPDs.
  • Report to the IT Data Analytics Support Director.

High-Level Responsibilities:

  • Collaborate with IT and business stakeholders to ensure compliance with state, federal, and agency standards.
  • Establish strategic roadmaps in coordination with vendors, HHS divisions, and federal stakeholders.
  • Conduct procurement exercises to acquire vendor services or outsource long-term efforts.
  • Define timelines and resource requirements, securing stakeholder approval.
  • Create project management deliverables.
  • Manage daily operations, scrums, and oversee project teams.
  • Identify risks and coordinate resolutions with leadership.
  • Maintain communication with the Office of Data Analytics & Reporting to ensure partnership with IT.
  • Perform other duties as assigned.

Candidate Skills and Qualifications

Minimum Requirements:

  • 8+ years of IT project management experience.
  • 8+ years of IT industry experience, including at least 5 years in data management solutions (data warehouses, data lakes), data analytics/business intelligence, web-based development (J2EE), or SOA-related work.
  • Excellent verbal and written communication skills.
  • Experience developing clear, concise project documentation.
  • Team management experience including meetings, task assignment, mentoring, facilitation, and training.
  • Progress monitoring using risk management practices.
  • Ability to keep leadership updated on project issues and progress.
  • Strong problem resolution skills.
  • Complete experience with the Project Management Lifecycle (PMLC) and Software Development Lifecycle (SDLC).
  • Experience tracking full project budgets and entering actual costs in project tracking tools.
  • Experience leading Agile project sprints, including backlog grooming, sprint planning, daily scrums, retrospectives, and Kanban.
  • Active PMP certification (minimum 3 years).

Preferred Qualifications:

  • 6+ years of experience in the healthcare industry, specifically public health.
  • 6+ years of experience managing multi-agency or multi-IT department initiatives.
  • 6+ years of experience within a Health and Human Services agency.
  • 5+ years of experience managing relationships with TSS Sprint Teams in Texas.
  • 5+ years of experience managing resources in mixed functional and matrixed environments.
  • 5+ years of experience developing, documenting, and executing project management, work, and quality plans.
  • 5+ years of experience across the full lifecycle from analysis and planning to development and deployment.
  • 5+ years of experience building and managing IT project teams, with emphasis on motivating individuals to excel.
  • 3+ years of experience with access and eligibility programs.
