Job Title: Front-End Developer (Application Development Team)

Position Type: Contract
Work Schedule: Monday–Friday | 8:00 AM – 5:00 PM (40 hours/week)
Work Arrangement: Primarily Remote (In-person interview and occasional on-site presence required)

Position Overview

"Navitas Partners, LLC" is seeking a mid-level Front-End Developer to support the design and development of a large-scale, mission-critical public sector application. The developer will collaborate with a Technical Lead and Application Architect to build, enhance, and maintain a modern, responsive, and accessible web-based system.

This role involves hands-on development using Angular, integration with RESTful APIs and GIS platforms, and adherence to digital accessibility standards. The ideal candidate has extensive experience with front-end frameworks, geospatial technologies, and accessibility-first development practices.

Key Responsibilities

• Design, develop, test, and document front-end application features and enhancements

• Build responsive, mobile-first user interfaces using Angular and Material Design

• Integrate front-end components with RESTful APIs and GIS services

• Collaborate closely with architects, technical leads, and cross-functional teams

• Ensure applications meet accessibility standards (WCAG 2.1 AA, Section 508, ADA)

• Support GIS-based data visualization and mapping solutions

• Participate in code reviews, testing, and continuous improvement initiatives

Required Skills & Experience (8+ Years)

Front-End Development

• Angular (version 14 or higher preferred)

• Responsive UI development (Material Design; Bootstrap optional)

• HTML, CSS, JavaScript

• Mobile-first and responsive design principles

• Prior experience with jQuery (nice to have)

Back-End & Integration

• RESTful API integration

• GIS integrations

Testing

• jUnit

• Jasmine and Karma (preferred)

Data & Databases

• PostGIS-based data design for reporting layers

• PostgreSQL or comparable relational databases

Tools & Environments

• ArcGIS Online (AGOL)

• ArcGIS Extension plugin for WebEOC

• VS Code, Eclipse, or Spring Tool Suite (STS)

• Git / Azure Repos for source control and collaboration

GIS & Esri Technology Expertise (Required)

• Esri ArcGIS Maps API/SDK for JavaScript

• ArcGIS Enterprise Server and ArcGIS Online/Hub/Community (administration experience)

• ArcPro / ArcObjects

• GeoEvent Processor, Velocity, Experience Builder, Survey123, Field Maps

• Design and development of geocodes and geoprocessing services

• ArcSDE and multi-user versioning (state trees / branch versioning)

• Linear referencing systems, Esri Roads & Highways, Oracle Locator/Spatial

Accessibility & Standards (Required)

• Digital accessibility and disability inclusion principles

• WCAG 2.1 AA compliance

• Section 508 and ADA regulations

• WAI-ARIA authoring guidelines and best practices

• Designing accessible digital products across web and mobile platforms

• Optimizing applications for accessibility features (HTML, iOS, Android)

Preferred Qualifications

• Experience incorporating accessibility testing into development workflows

• Experience building products where accessibility compliance is part of the “definition of done”
