Position Overview

The client is seeking a Software Engineer 3 with strong deployment, environment management, troubleshooting, and Agile/DevOps expertise to support Social Services Applications (SSA). This role functions as a Senior Technical Deployment Manager, responsible for overseeing application release deployments, validating system enhancements, coordinating environment readiness, and ensuring high availability across development, test, training, and production environments.

The engineer will lead complex triage activities, conduct root-cause analysis, coordinate with multiple IT teams and vendors, and drive automation and standardization within CI/CD pipelines. This role also provides Agile/Scrum support, including backlog grooming, user story development, and removing blockers for development teams. Minimal supervision is required—this position operates with significant autonomy and technical judgment.


Key Responsibilities

Deployment & Environment Management

  • Oversee deployment, validation, and rollout of SSA application releases and enhancements.

  • Plan and coordinate environment setup, configuration, and readiness across internal IT organizations, trading partners, and vendors.

  • Drive timely delivery of new and existing application environments through coordinated updates to code, database, security, configuration, and platform components.

  • Lead projects and IT sprints focused on automation, standardization, and environment delivery improvements.

Troubleshooting & Root-Cause Analysis

  • Lead complex triage sessions involving multi-disciplinary IT subject matter experts.

  • Troubleshoot environment issues across development/test environments and coordinate resolution with middleware, database, network, and development teams.

  • Perform detailed root-cause analysis and document findings.

  • Provide on-call support (weekday and weekend) to maintain high environment availability.

Agile & DevOps Support

  • Support Agile development teams by assisting with backlog grooming, user story creation, prioritization, and sprint ceremonies.

  • Serve as a Scrum resource for DevSecOps teams, ensuring alignment with SSA Agile guidelines.

  • Identify and remove impediments for sprint teams while promoting a self-organizing environment.

  • Maintain the IT DevOps roadmap in alignment with organizational goals.

Leadership & Reporting

  • Mentor and guide junior staff; assign and oversee team tasks as required.

  • Foster team cohesion, resolve conflicts, and support productivity improvements.

  • Produce comprehensive reports including environment utilization, CI/CD progress, and technical proposals for senior management.

Knowledge, Skills & Abilities

  • Strong understanding of Agile frameworks (Scrum, Kanban, XP) and sprint artifacts (User Stories, ATDD, TDD, CI, continuous testing).

  • Ability to supervise staff, prioritize work, and coach teams on Agile practices.

  • Excellent communication skills with the ability to convey technical and business needs at all organizational levels.

  • Expertise with Agile project tools (Jira, Rally, VersionOne) and MS Project, Visio, and Office Suite.

  • Strong analytical and organizational skills, with the ability to manage competing priorities.

  • Experience working with APM/monitoring tools such as Splunk or Dynatrace (highly preferred).

  • Deep knowledge of software development processes, SDLC/PMLC, and multi-functional project team oversight.

  • Strong critical thinking, conflict resolution, mentorship, and collaboration abilities.

Registration / Licensure (Preferred)

  • PMI-ACP (Agile Certified Practitioner)

  • PMP (Project Management Professional)

Initial Selection Criteria

  • Bachelor’s degree in Computer Science, CIS, MIS, or related field preferred (experience may substitute).

  • 5+ years managing large-scale software development projects.

  • 5+ years hands-on experience with Scrum/Agile methodologies on enterprise projects.
