The Project Manager III is responsible for overseeing complex IT initiatives, managing budgets, resources, project lifecycles, and ensuring all deliverables meet established standards. This role requires deep experience in IT project management, data management programs, analytics, and cross-functional leadership.
The position supports multiple initiatives within the Performance Management & Analytics System (PMAS) team under the Office of the Chief Data Architect, with a focus on strengthening data integration capabilities.
Lead planning, budgeting, scheduling, documentation, and overall delivery of assigned IT projects.
Manage day-to-day operations, sprint activities, resource coordination, and team collaboration.
Establish timelines, staffing requirements, and secure stakeholder approval.
Develop and execute full project lifecycle deliverables (PMLC & SDLC).
Oversee project progress, identify risks, and ensure timely resolution.
Communicate consistently with the Office of Data Analytics & Reporting to ensure aligned teamwork with IT.
Partner with business and technical teams to ensure compliance with state, federal, and agency standards.
Work with the Chief Data Architect and analytics teams on cloud analytics and reporting initiatives.
Produce project deliverables in accordance with DIR Project Delivery Framework guidelines.
Create RFPs outlining vendor responsibilities for data management solution design and implementation.
Support development of federal IAPDs for securing matching funds.
Conduct procurements to engage vendors for assessments or long-term solution delivery.
Lead and motivate teams in both functional and matrixed environments.
Oversee data integration efforts across multiple organizational divisions.
Maintain project budgets and accurately record actual costs in project tracking tools.
Lead Agile ceremonies including sprint planning, backlog refinement, daily scrums, retrospectives, and Kanban sessions.
Drive continuous communication with leadership regarding project status, issues, and risks.
Perform other related duties as assigned.
8+ years IT project management experience.
8+ years IT industry experience including at least 5 years in:
Data management solutions (data lakes, data warehouses, etc.)
Data analytics / BI
Web-based J2EE development or SOA-related projects
8+ years experience producing professional project documentation.
8+ years team management: task assignment, mentoring, facilitation, and training.
8+ years risk management and progress monitoring experience.
8+ years reporting project status and issues to leadership.
8+ years experience resolving complex project problems.
8+ years experience across PMLC & SDLC.
8+ years experience tracking full project budgets and entering actuals in tracking tools.
8+ years leading Agile project sprints (scrum, planning increments, grooming, Kanban).
Active PMP Certification (mandatory).
6+ years experience in healthcare or public health IT.
6+ years managing multi-agency or cross-department IT initiatives.
6+ years experience within a Health & Human Services environment.
5+ years coordinating TSS Sprint Team activities within the State of Texas.
5+ years effective resource management in matrixed project environments.
5+ years developing project/work/quality management plans.
5+ years full-lifecycle project experience (analysis → deployment).
5+ years experience building and leading IT project teams with strong motivational leadership.
3+ years experience with access and eligibility programs.
