Job Title: Enterprise Project Manager (PM4) – Electronic Case Management (ECM) Implementation
Location: Primarily Remote (Occasional on-site work in Harrisburg, PA)
Duration: 12+ Months
Schedule: Monday–Friday, 8 hours/day (Core Hours: 7:30 AM–4:00 PM)
A Health & Human Services organization, in collaboration with federal partners including the Centers for Medicare & Medicaid Services (CMS), is leading the implementation of a unified Enterprise Case Management (ECM) platform. This initiative will replace multiple legacy systems across several program offices to:
Improve data sharing and interoperability
Reduce maintenance efforts and costs
Enhance system security and federal compliance
The ECM platform will support several key program offices, including but not limited to:
Medical Assistance Programs
Mental Health & Substance Abuse Services
Children, Youth & Families
Long-Term Living
Hearings & Appeals
Developmental Programs
Child Development & Early Learning
Federal agencies such as CMS and the Administration for Children & Families (ACF)
As the Enterprise Project Manager, you will:
Lead the end-to-end implementation of the ECM platform across multiple program areas
Act as Subject Matter Expert (SME) for case management processes
Guide program-level PMs to ensure consistent and successful ECM adoption
Collaborate with executive leadership and stakeholders via defined governance structures
Develop and execute onboarding plans for each program office
Oversee decommissioning of legacy systems post-ECM migration
Manage scope, budget, timelines, risk mitigation, and vendor coordination
7–9 years of experience managing enterprise-level IT projects
Strong leadership in complex, cross-functional environments
Expertise in budgeting, communication, negotiation, and problem-solving
Demonstrated success in enterprise platform migrations (preferably in healthcare or public sector)
High degree of technical and business acumen
Self-driven, results-oriented approach with assertive project leadership
PMP certification (PMI)
Bachelor’s degree or equivalent technical education
Prior experience with Pennsylvania-based government or health programs
Familiarity with multi-agency coordination and federal program compliance
Work Arrangement: Primarily telework; monthly on-site meetings required in Harrisburg, PA
Provided Equipment: Laptop, software access, VPN, and phone
Background Checks Required:
Pennsylvania State Police (PATCH) report
Standard criminal history check
Contractor Costs: Travel, parking, and telework setup not reimbursed

Must pass required background checks
