Position Overview:

We are seeking a highly experienced Senior Business Analyst to support the implementation and testing efforts of a mission-critical Next Generation 9-1-1 (NG911) program. The ideal candidate will have extensive experience in requirements management, testing, and cross-functional collaboration, and be capable of working closely with both technical teams and public sector stakeholders. This role plays a pivotal part in ensuring that requirements are clearly defined, testable, and successfully implemented through all phases of the project.

Key Responsibilities:

  • Lead the execution of the requirements management process, including elicitation, analysis, documentation, and validation

  • Ensure all test cases align with requirements in the Requirements Verification and Traceability Matrix

  • Validate comprehensive test procedures and provide real-time feedback during vendor test dry-runs and formal test phases

  • Support and monitor execution of User Acceptance Testing (UAT) in coordination with stakeholder agencies

  • Develop clear and detailed requirement documentation, including user stories, use cases, process flows, and data models

  • Analyze data to support business decisions and requirement validation

  • Utilize tools such as JIRA, Confluence, Excel, and Visio to manage and document requirements

  • Effectively communicate project status and critical issues to clients, technical teams, and senior leadership

  • Collaborate with multiple stakeholders to align priorities and resolve issues

  • Facilitate requirement discussions and workshops with cross-functional teams

Mandatory Qualifications:

  • Minimum 12 years of professional experience as a Business Analyst

  • Proven experience in requirements elicitation through interviews, workshops, and surveys

  • Strong background in validation and testing of technical solutions against requirements

  • Expertise in documenting detailed requirements, user stories, and use cases

  • Proficient in data analysis and using tools such as Excel or similar platforms

  • Hands-on experience with requirements management tools (e.g., JIRA, Confluence) and diagramming tools (e.g., Visio)

  • Demonstrated ability to manage complex stakeholder environments and build consensus across departments

Desired Skills:

  • Prior experience working in public safety environments or government agencies

  • Familiarity with operations of emergency services (police, fire, EMS, health and human services)

  • Strong collaboration and communication skills across diverse teams

  • Ability to adapt quickly and learn new systems or technologies
