Job Title: Senior Technical Project Manager – Data & Healthcare Systems
Location: Quincy, MA (Hybrid)
Duration: 6 Months (Likely to extend)

Position Summary:
We are seeking a highly skilled Senior Technical Project Manager to join the Enterprise Data Management & Engineering (EDME) department. This role will focus on overseeing critical source system (MMIS) releases, coordinating impact assessments, change management, and release processes within EDME projects. Reporting to the PMO Lead, the Senior PM will be integral to the Project Management Office, driving cross-departmental project coordination and ensuring alignment with organizational goals.

Key Responsibilities:

  • Define project scopes, objectives, timelines, and resource capacity.

  • Oversee change and release management activities.

  • Monitor project progress, manage risks, and ensure timely delivery.

  • Lead cross-functional project teams in a matrix environment.

  • Facilitate clear communication among internal and external stakeholders.

  • Prepare project documentation including presentations, solution approaches, and project plans.

  • Ensure adherence to project management best practices and standards.

Detailed Duties:

  • Collaborate with stakeholders to define project deliverables aligned with organizational goals.

  • Develop detailed project plans including timelines and resource allocation.

  • Manage full project lifecycle from initiation through closure, ensuring on-time, within-scope, and within-budget completion.

  • Identify, monitor, and mitigate risks proactively; report risk status regularly.

  • Engage stakeholders to gather requirements, provide updates, and align project priorities.

  • Partner with vendors, business, and technology teams to drive project success.

  • Facilitate communication across teams and escalate issues as needed.

  • Maintain comprehensive and consistent project documentation.

  • Develop and enforce technical standards and policies to meet business and technical needs.

  • Evaluate and reconcile information from multiple sources to resolve conflicts and manage solutions.

Qualifications:

  • Minimum 5 years’ experience in program and project management, preferably in healthcare or payer services.

  • Proven leadership of complex technical programs across data management, data engineering, data warehousing, analytics, data quality, and systems integration.

  • Experience with Waterfall and Agile Scrum methodologies throughout the software development lifecycle.

  • Strong analytical skills with a solid understanding of information systems and business functions.

  • Familiarity with AWS, project management, communication, and collaboration tools.

  • Proficient with Microsoft Office Suite (Word, PowerPoint, Excel, Project).

  • Excellent communication skills, able to convey complex technical concepts to non-technical audiences.

  • Demonstrated ability to lead meetings and work sessions with staff and leadership at all levels.

  • Equivalent experience with demonstrated project management knowledge will be considered.

Preferred Skills:

  • Knowledge of agile principles and experience in agile environments.

  • Familiarity with Medicaid data and government healthcare agencies.

  • Experience with cloud platform projects.

  • Strong customer service orientation and partnership-building skills.

  • Comfortable managing ambiguity and conflicting information.

  • Relevant certifications such as PMP and Certified ScrumMaster (CSM) are a plus.
