Job Title: Senior Business Analyst
Location: On-site – Harrisburg, PA
Duration: 2 Months
A leading government-affiliated program in Harrisburg, PA is seeking a Senior Business Analyst for a short-term (2-month) on-site engagement. This role involves managing key components of IT systems supporting mission-critical services. The analyst will oversee systems processes, collaborate with vendor staff, support user acceptance testing, and ensure timely project execution within defined scope.
Lead and coordinate multiple IT initiatives with cross-functional project teams
Manage system defects and change request submissions for assigned components
Oversee monthly expunction processes in compliance with regulatory requirements
Generate and distribute weekly compliance reports to regional stakeholders
Improve and maintain CWIS person record data quality
Review user requirements, support UAT, and track development progress
Provide end-user support for software applications and operational challenges
Serve as liaison between business units and technical teams
Ensure compliance with standards, governance, and project scope
Identify, escalate, and support resolution of risks and issues
Collaborate with regional offices, QA/Administrative teams, and vendors
Use tools like Microsoft Office Suite, Team Foundation Server (TFS), Microsoft Test Manager (MTM), and ServiceNow
Travel as needed
7+ years’ experience in business, functional, and user requirements gathering
Strong knowledge of business analysis principles, techniques, and best practices
In-depth understanding of the software development lifecycle (SDLC)
Proven experience supporting user acceptance testing (UAT) and stakeholder engagement
Strong interpersonal and communication skills, both verbal and written
Demonstrated ability to manage timelines, scope, and team expectations
Fluent in English and capable of clear, professional phone communication
Experience with project management tools and methodologies
2+ years’ experience in Child Welfare or Human Services
IIBA certification (e.g., CBAP, CCBA)
