Job Title: IT Senior Business Analyst
Location: Quincy, MA (Hybrid)
Duration: 6 Months (Tentative)

Position Summary:

We are seeking an experienced IT Senior Business Analyst to join a project team supporting Medicaid Systems Development (MSD) and enterprise applications. The role focuses on the Money Follows the Person (MFP) initiative, which facilitates the transition of individuals from facility-based care to home- and community-based settings. This position also supports an ongoing AWS cloud migration project and collaborates closely with application architecture and release management teams.

The ideal candidate will bring strong analytical skills, deep experience with business and systems analysis, and the ability to communicate effectively across both business and technical teams.

Key Responsibilities:

  • Lead the elicitation, analysis, and documentation of business and technical requirements using industry best practices.

  • Conduct business process modeling, gap analysis, root cause analysis, and feasibility assessments to define system improvements.

  • Create and maintain documentation such as Business Requirements Documents (BRDs), use cases, impact analyses, and change management plans throughout the SDLC.

  • Collaborate with stakeholders to define acceptance criteria, assist in user testing, and support user training.

  • Ensure all deliverables align with compliance standards (e.g., ADA, NIST, PII/PHI).

  • Participate in change management and release management processes.

  • Monitor and triage support requests (email, voicemail, ticketing) and provide timely resolution.

  • Produce process and technical diagrams using tools like Visio or similar.

Required Skills & Qualifications:

  • Strong experience with business analysis and requirements documentation.

  • Technical background with exposure to Java, .NET, Oracle, and cloud environments.

  • Familiarity with tools such as JIRA, SQL, Rational Quality Manager (RQM).

  • Knowledge of ADA compliance, NIST security standards, and handling PII/PHI data.

  • Proficiency in Microsoft Office, Visio, and other collaboration/project management tools.

  • Experience with all phases of the Software Development Life Cycle (SDLC).

  • Exceptional communication, stakeholder engagement, and problem-solving skills.

  • Prior experience in healthcare or Medicaid systems is a strong plus.
