Job Title: Senior IT Project Manager
Duration: 10 Months (Tentative)
Location: Quincy, MA (Hybrid)

Position Overview:
We are seeking a highly experienced Senior IT Project Manager to lead and support key programmatic initiatives across both existing and emerging systems. As a Subject Matter Expert (SME), you will oversee multiple large, complex IT projects, manage project teams, coordinate activities, and ensure timely and budget-compliant project completion. This role includes reporting on project status, milestones, risks, and timelines to the Director of Enterprise Project Management. This position operates in a hybrid format, requiring some on-site presence.

Duties and Responsibilities:

  • Develop and execute detailed project plans in collaboration with team members and stakeholders.
  • Define project requirements and manage the development process, including scope and change control.
  • Prepare and publish project documentation in compliance with agency standards and deadlines.
  • Ensure alignment of tasks, timelines, and resources with project milestones and organizational standards.
  • Implement defect tracking processes to guarantee thorough testing and document results for review.
  • Report on project status, risks, and mitigation strategies to stakeholders and senior management on a weekly basis.
  • Identify and assess key risks and their potential impact on projects.
  • Facilitate effective communication between technical and non-technical teams.
  • Monitor progress against timelines, deliverables, tasks, dependencies, and technical specifications.
  • Adhere to project management policies, methodologies, and quality assurance standards.
  • Follow SDLC workflows for requirements gathering, document reviews, and approvals.
  • Remain informed about customer needs and strategies through both formal and informal communication.
  • Mentor junior PMO staff members and support their development.
  • Perform additional duties as assigned by the Director of Enterprise Project Management.

Qualifications:

  • Minimum of 5 years of experience managing high-profile, complex IT projects with full development, implementation, and financial oversight.
  • At least 5 years of experience managing large-scale applications with multiple interfaces across various environments.
  • Experience with State Government Health and Human Services (HHS) programs and State Insurance Exchanges is advantageous.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint, Project, Visio) and other project management tools.
  • Demonstrated ability to negotiate and address the needs of multiple stakeholders effectively.
  • Strong communication, negotiation, and conflict resolution skills.
  • Proven capability to manage resources within a matrix reporting structure and adapt to changing priorities in a dynamic environment.
  • Certified Scrum Master (CSM) and Project Management Institute (PMI) PMP Certified.

Education and Experience:

  • Bachelor’s degree in Business, Computer Science, or a related technical field.
  • Certified Scrum Master (CSM).
  • Project Management Institute (PMI) PMP Certification.
