Mainframe Modernization Consultant – Public Sector

Location: Vancouver, BC

About the Role

We are seeking a Mainframe Modernization Consultant to lead strategic transformation initiatives focused on modernizing legacy enterprise systems across Public Sector organizations.

The successful candidate will help assess, refactor, re-platform, and migrate legacy applications while ensuring operational continuity, security, and compliance throughout modernization programs.

IMPORTANT NOTE – PUBLIC SECTOR EXPERIENCE REQUIRED

Candidates must have direct experience leading modernization initiatives within Federal Government, Provincial Government, Municipal Government, Crown Corporations, Healthcare, Education, Defense, Public Safety, Utilities, Transportation, or other Public Sector organizations.

Candidates without Public Sector experience will not be considered.

Responsibilities

• Assess legacy application portfolios and infrastructure environments.
• Develop modernization strategies and migration roadmaps.
• Lead refactor-to-cloud transformation initiatives.
• Analyze COBOL, PL/I, CICS, DB2, JCL, and batch processing applications.
• Define target-state architecture and modernization frameworks.
• Support API enablement and cloud transformation initiatives.
• Collaborate with enterprise architects, business leaders, and technical teams.
• Ensure compliance with security and regulatory requirements.

Required Qualifications

• 8+ years of Mainframe, Legacy Systems, or Modernization experience.
• Strong expertise in COBOL, PL/I, CICS, DB2, JCL, and z/OS environments.
• Experience with AWS, Azure, or Hybrid Cloud modernization programs.
• Experience leading enterprise transformation initiatives.
• Strong stakeholder management and consulting experience.

Preferred Qualifications

• Enterprise Architecture experience.
• TOGAF Certification.
• Cloud certifications.
• Government Security Clearance (Reliability, Secret, or Top Secret).
