Job Overview:

We are seeking an experienced Project Manager – Consultant to lead complex, high-impact initiatives within a public sector environment. This role focuses on driving application migration and modernization projects, ensuring alignment with organizational strategy, improving operational efficiency, and optimizing technology platforms.

This is a high-visibility role ideal for professionals who thrive in dynamic environments, manage multiple priorities effectively, and deliver measurable results.


Key Responsibilities:

  • Lead and manage complex projects using hybrid Agile methodologies
  • Oversee application migration and modernization initiatives
  • Ensure projects are delivered on time, within scope, and within budget
  • Develop and present executive-level project updates and reports
  • Facilitate collaboration between business stakeholders, product owners, and technical teams
  • Lead Agile ceremonies including sprint planning, stand-ups, reviews, and retrospectives
  • Mentor and coach junior project managers and team members
  • Support enterprise-level planning and system integration efforts
  • Manage vendors, contracts, and ensure compliance with procurement policies
  • Interpret and apply policies, regulations, and governance standards

Required Qualifications:

  • Bachelor’s degree in Business, Information Systems, Public Administration, or related field
  • Minimum 5 years of project management experience handling large-scale initiatives
  • Proven experience leading Agile teams and full project lifecycles
  • Strong expertise in Agile methodologies (preferred over Waterfall)
  • Proficiency with project management tools such as:
    • Microsoft Planner (Premium)
    • Jira or similar tools
  • Excellent leadership, communication, and stakeholder management skills
  • Strong analytical, problem-solving, and strategic thinking abilities

Required Certifications:

  • Project Management Professional (PMP)
  • At least one Agile certification such as:
    • PMI-ACP (Agile Certified Practitioner)
    • SAFe Agilist (SA)
    • Disciplined Agile Scrum Master (DASM)

Preferred Qualifications:

  • Master’s degree in Business Administration, IT, Public Administration, or related field
  • 10+ years of project management experience
  • Experience with application migration and modernization projects
  • Background in government or large enterprise environments
  • Experience working with public sector agencies
  • Knowledge of procurement processes and fiscal policies
  • Experience in vendor management and contract negotiation
