Note: This position requires a local candidate who can follow a hybrid schedule, including onsite days to meet with customers and stakeholders and facilitate in-person meetings as needed.
We are seeking a Systems Analyst to support Access Management, Workforce Mobility, and Mobile Solutions within a large Health and Human Services (HHS) IT portfolio. This role provides both operational support and project-based analysis across a diverse application environment, including enterprise, cloud, and mobile technologies.
The Systems Analyst will work closely with business, technical, and data teams to support access management, mobile device management (MDM), virtual desktop infrastructure (VDI), and telehealth solutions while ensuring compliance with applicable regulatory standards.
Provide operational support and analysis for Access Management across a broad portfolio of Commercial Off-the-Shelf (COTS) business applications, including healthcare, benefits, case management, and justice-related systems
Support role-based security and access provisioning for state and federal systems
Elicit, document, and manage business and technical requirements related to access management
Support Mobile Device Management (MDM) for iPad, MacBook Air, and iPhone devices
Design and support mobile application solutions to meet business needs across multiple human services programs
Participate in device lifecycle replacement initiatives and deployment of new mobile technologies
Support provisioning and implementation of telehealth and tele–case management technologies
Support work intake requests related to mobile device and mobile application solutions
Participate in business discovery activities for projects
Document business processes using BPMN and develop business process models
Perform analytical assessments including SWOT, GAP, and Root Cause Analysis (RCA)
Collaborate with Business Applications and Data & Analytics teams to design mobile business solutions
Develop and execute test plans, including UAT scenarios and scripts
Manage service requests and incidents using ServiceNow
Maintain and manage the team’s Knowledge Management System (KMS) within ServiceNow
Provide operational support for mobile solutions, access management, VDI, and telehealth services
Mentor Business Application Specialists, Support Technicians, and Interns
Work closely with cross-functional teams to ensure alignment between business needs and technical solutions
Ensure solutions comply with applicable regulatory standards, including but not limited to:
HIPAA
FERPA
CJIS
PREA
Experience supporting Access Management and Role-Based Security
Hands-on experience with Mobile Device Management (MDM) solutions
Familiarity with mobile application solutioning in enterprise environments
Experience using ServiceNow for incident, request, and knowledge management
Strong background in business process modeling and requirements elicitation
Experience supporting healthcare, human services, or public-sector IT environments (preferred)
Strong analytical, communication, and stakeholder engagement skills
