Job Description

Responsibilities Include:

  • Consult on application analysis, troubleshoot system problems, and recommend solutions.
  • Provide business analysis and quality assurance for licensing systems, particularly within Texas state licensing agencies.
  • Demonstrate deep understanding of the license life cycle, including new license application and management processes.
  • Create detailed user stories, define acceptance criteria, and perform manual testing to ensure functionality and compliance.
  • Interact with end users to gather requirements, validate solutions, and ensure a seamless user experience.
  • Provide quality assurance consultation to projects, assignments, or special initiatives.
  • Develop and review test cases, process change requests, and manage project scope, acceptance, installation, and deployment.
  • Maintain business relationships with vendors, seek best value for new and renewing technologies, and review/approve monthly and annual invoices.
  • Follow all organizational policies and procedures.
  • Perform other duties as assigned.

 

Candidate Skills and Qualifications

Minimum Requirements:

  • 8+ years of experience with Agile methodologies, including user story creation, working as part of an Agile team, participating in Agile ceremonies, and leading Refinement and Sprint planning sessions.
  • 8+ years of experience using Azure DevOps, Jira, or similar tools.
  • 8+ years of experience performing highly complex (senior-level) business analysis work.
  • Ability to work under limited supervision with considerable latitude for initiative and independent judgment.
  • 8+ years of experience coordinating the analysis of program policies and procedures to determine their effect on automated systems and functional areas.
  • 8+ years of experience coordinating with outside vendors and contractors to complete projects and service requests, including defining, assigning, and evaluating their work.
  • 8+ years of experience identifying opportunities to improve business processes through automation and preparing proposals to develop new systems.
  • 8+ years of experience consulting on application analysis, troubleshooting system problems, and implementing solutions.
  • 8+ years of experience providing complex quality assurance consultation or oversight of projects, assignments, or special initiatives.
  • 8+ years of experience reviewing complex project deliverables such as charters, design documentation, test plans, and risk assessment plans, and providing feedback to document owners.
  • 8+ years of experience developing training curricula and conducting formal training sessions covering assigned system modules.
  • 8+ years of experience designing and/or reviewing test cases and processing change requests.

Preferred Qualifications:

  • Previous experience working with state-level systems.
