Job Title: Mainframe Technical Services Consultant

Duration: 5 Months

Position Summary

We are seeking a highly experienced Mainframe Technical Services Consultant to provide hands-on technical expertise for the maintenance, enhancement, and support of enterprise mainframe applications. This role supports multiple system teams responsible for application enhancements, implementation of complex business requirements, and ensuring stable operations across integrated mainframe platforms.

The consultant will be responsible for end-to-end SDLC execution, including analysis, coding, testing, and implementation. The ideal candidate brings strong analytical skills, deep mainframe programming expertise, and proven experience working in large, highly integrated environments.


Key Responsibilities

Application Development & Enhancement

  • Analyze, design, code, test, and implement enhancements for critical mainframe processes

  • Develop new system features supporting list management, certifications, and classification workflows

  • Implement enhancements for multiple business categories and operational modules

  • Review existing system architecture and recommend improvements to performance and usability

  • Apply configuration changes and modify custom code as required


Systems Analysis & Product Support

  • Perform detailed impact analysis to identify dependencies and downstream effects

  • Validate functional updates and assess development risks

  • Participate in daily, weekly, and ad-hoc project meetings

  • Provide ongoing production support and troubleshooting


Collaboration & Delivery Management

  • Partner with team leads to define priorities, sprint goals, and delivery milestones

  • Align development efforts with organizational product roadmaps and strategic objectives

  • Participate in weekly status reviews and progress reporting

  • Support full testing lifecycle including unit, integration, and UAT testing


Required Technical Skills

Core Mainframe Programming

  • Advanced COBOL (z/OS) programming experience

  • Strong JCL expertise for batch processing, optimization, and troubleshooting

  • Proficiency with TSO/ISPF

  • REXX scripting for automation and utilities

  • Knowledge of Assembler (preferred but not required)


Databases & Data Processing

  • DB2 for z/OS

  • Strong SQL skills, stored procedures, and performance tuning


Transaction & Middleware Technologies

  • CICS experience for online transaction processing (module-dependent)


SDLC, Testing & Release Management

  • Extensive experience across the full SDLC in mainframe environments

  • Expertise in:

    • Unit Testing

    • System & Integration Testing

    • User Acceptance Testing (UAT)

  • Experience with release planning, deployments, and documentation

  • Ability to comply with enterprise development and quality standards


System Integration & Troubleshooting

  • Strong cross-system dependency and impact analysis skills

  • Proven ability to troubleshoot:

    • Batch failures

    • Job abends

    • Data integrity issues

    • System integrations

  • Experience supporting large-scale, mission-critical systems


Preferred Qualifications

  • Prior experience supporting public sector or government systems

  • Familiarity with civil service workflows, certification processes, or list management systems

  • Experience working in highly regulated or compliance-driven environments
