"Navitas Partners, LLC" is seeking an experienced Senior Product Manager to provide strategic product management support for a large-scale Health and Human Services (HHS) transformation initiative. This role supports a critical modernization effort impacting millions of residents by improving access to health and human services and public benefits.
The Senior Product Manager will collaborate closely with business, technology, design, data, and external partners to define and execute a product vision, roadmap, and delivery strategy aligned with legislative and program mandates. This role is ideal for a leader who thrives in complex government environments, understands federally funded benefits programs, and can bridge policy, technology, and user experience.
Lead the development, refinement, and execution of a strategic product roadmap aligned with program goals and regulatory mandates
Collaborate with stakeholders to define product vision, success measures, milestones, and delivery plans
Translate policy and administrative goals into effective digital product solutions that improve service delivery and operational efficiency
Facilitate discovery and planning activities including interviews, workshops, document analysis, and process modeling
Define and manage business, functional, and system requirements throughout the product lifecycle
Ensure alignment of technical solutions with current program strategies and transformation objectives
Lead cross-functional teams to research problems, assess opportunities, define outcomes, and execute implementation plans
Serve as a liaison between business units, IT teams, and external vendors
Guide teams through change management, agile practices, and user-centered design adoption
Utilize user research, analytics, and performance metrics to inform product decisions and prioritization
Develop and improve policies, procedures, and standards to enhance quality, efficiency, and cost effectiveness
Synthesize research and insights into clear, actionable recommendations for technical and executive audiences
Minimum 5 years of experience in technical or strategic product management
Proven experience delivering technology solutions for Health and Human Services or federally funded benefits programs, such as:
SNAP
Medicaid
TANF
Unemployment Insurance
Or similar large-scale public benefits programs
Experience managing complex technical products involving legacy systems and complex data structures
Demonstrated success leading cross-functional teams in government or public-sector environments
Strong ability to communicate with non-technical audiences and support teams new to agile and user-centered design
Excellent oral, written, and visual communication skills
Strong facilitation, collaboration, and people leadership skills
Experience managing vendor teams and coordinating work across multiple vendors
Bias toward action, delivery, and measurable outcomes
Experience working in large enterprise or statewide transformation initiatives
Familiarity with policy-driven product development environments
Strong stakeholder management and executive presentation skills
