Job Title: Senior User Experience Researcher

Location: Harrisburg, PA (Primarily Telework)
Onsite Requirement: Must be able to travel to the office as needed

Position Overview

"Navitas Partners, LLC" is seeking an experienced Senior User Experience (UX) Researcher to support a large public-sector human services initiative. This role serves as a subject-matter expert in UX research, leading discovery, analysis, and usability testing efforts to identify opportunities for innovation, automation, and process improvement that enhance frontline caseworker efficiency and reduce operational burden.

The ideal candidate brings strong expertise in user-centered design, UX research methodologies, and human services systems, with the ability to translate user insights into actionable deliverables that drive product modernization and support compliance with evolving federal regulations.

Key Responsibilities

  • Lead UX research and discovery activities, including interviews, contextual inquiry, shadowing, and observational studies with frontline staff.

  • Analyze existing systems, workflows, and data flows supporting eligibility and compliance processes.

  • Develop comprehensive end-to-end user journey maps to identify pain points, inefficiencies, and improvement opportunities.

  • Produce actionable UX research artifacts, including:

    • Journey maps

    • User personas

    • User stories

    • Usability findings and recommendations

  • Collaborate closely with cross-functional teams, including product managers, designers, developers, project managers, and program stakeholders.

  • Clearly communicate research insights and recommendations to inform design, development, and production implementation.

  • Contribute to the definition and execution of a prioritized roadmap for automation and operational modernization.

  • Build and maintain strong, trusted relationships with stakeholders within a complex public-sector environment.

  • Advocate for the voice of the user throughout the full project lifecycle.

Required Experience & Qualifications

  • Minimum 2+ years of hands-on UX experience, designing products, platforms, or services at scale.

  • Proven experience delivering technology solutions for Health and Human Services or federally funded programs, including:

    • SNAP

    • Medicaid

    • TANF

    • Unemployment Insurance

    • or similar programs

  • Deep expertise in UX research methodologies and User-Centered Design (UCD) principles.

  • Demonstrated ability to translate research findings into successful product or service designs.

  • Experience across the full UX lifecycle, including:

    • Information architecture

    • Low- and high-fidelity design

    • Design systems

    • Accessibility and usability testing

    • Prototyping and research

  • Experience leading UX or design initiatives for a product, platform, or service.

  • Strong stakeholder engagement skills with a demonstrated ability to build alignment and consensus.

  • Experience working within iterative or agile development environments.

  • Excellent communication skills, with the ability to present complex concepts clearly and persuasively.

Work Environment

  • Primarily remote (telework)

  • Occasional onsite presence required in Harrisburg, PA
