The Business Analyst Specialist is an expert-level role requiring comprehensive knowledge and a specialized skillset in business analysis. This position reviews, analyzes, and evaluates business systems and user needs, ensuring alignment with organizational strategies. The role emphasizes business process reengineering, identification of technology-driven improvements, and development of detailed system requirements.
Working under limited supervision, the Lead Business Analyst provides day-to-day direction to assigned staff and collaborates closely with both technical and non-technical stakeholders. The role supports the documentation and enhancement of a Management Information System (MIS) and requires strong leadership, analytical judgment, and project management expertise.
Develop, manage, and implement a project plan for MIS requirements documentation
Coordinate all project activities, including:
Reviewing the current MIS
Translating system functionality into clear, usable requirements
Gathering and documenting business and system needs
Performing gap analysis against federal, state, and program requirements
Formulate solution options, identify risks, and conduct financial analyses such as cost/benefit, ROI, and buy/build assessments
Write detailed documentation describing user needs, program functions, and steps required to develop or modify systems
Ensure accuracy and completeness of system functionality and regulatory documentation
Provide guidance and support to team members analyzing current systems and documentation
Lead team members and subject matter experts (technical and non-technical) to deliver project objectives
Develop expertise in assigned applications and support team members in building the same
Obtain stakeholder sign-off on requirements and priorities
Track and report project milestones and progress
Proactively identify, manage, and escalate risks and issues
Collaborate daily with team members to monitor progress and report status
Perform other related duties as assigned
Develop and implement MIS requirements documentation project plan; perform system review and gap analysis (40%)
Provide support and guidance to team members conducting system analysis and documentation (25%)
Build subject matter expertise and secure stakeholder approvals (20%)
Monitor progress, identify issues, and report status (10%)
Other duties as assigned (5%)

10 years of business analysis experience, including requirements elicitation and documentation
10 years of knowledge and experience with project management frameworks
10 years of experience with large-scale IT operations and industry trends
10 years of experience defining functional and non-functional requirements and deliverables
10 years of experience in stakeholder management, negotiation, and conflict resolution
Proven ability to create clear, complete, and actionable requirements documentation
Proven ability to accurately document system functionality and regulatory requirements
8+ years of advanced interpersonal and stakeholder management experience
5+ years of experience working with government regulations or compliance frameworks
5+ years of project management experience
5+ years of experience leading teams or workgroups
5+ years of experience interpreting policies and translating regulations into system requirements
5+ years of experience with requirements elicitation techniques, including reviewing and translating MIS functionality
Bachelor’s degree in business, communications, computer science, information systems, MIS, or a related field
Experience gathering MIS requirements within a large organization
Experience creating solicitation or contract requirements
PMI-PBA or IIBA CBAP certification preferred
