Job Description

The NG911 Telephony SME will be responsible for overseeing and validating all telephony-related aspects of the Next-Generation 9-1-1 system implementation. This role ensures that system architecture, integrations, testing, and call-routing workflows align with NG911 standards and operate as expected across all operational sites.

Scope of Services

The selected consultant will:

  • Manage and oversee execution of all telephony components within the NG9-1-1 system.

  • Ensure adherence to telephony policies, procedures, and best practices throughout system implementation.

  • Validate all telephony configurations during deployment.

  • Develop and provide test cases for System Acceptance Testing (SAT) and System Integration Testing (SIT).

  • Identify risks associated with telephony integrations across system components.

  • Validate test results for telephony functions by comparing architectural flows with raw system outputs.

  • Support testing, troubleshooting, and cutover events involving mission-critical voice infrastructure.

Mandatory Skills & Experience

(Candidates without the mandatory skills will not be considered.)

  • 12+ years of experience in a specialized technical area involving telephony, NG911, network signaling, or similar enterprise communication systems.

  • Experience developing and maintaining call-flow diagrams, signaling validation scripts, and interoperability matrices.

  • Ability to collaborate with cross-functional technical teams (e.g., MSCI, vendors, telecom carriers) to resolve signaling, interoperability, and audio issues.

  • Strong background supporting testing and cutover events for critical voice systems.

  • Deep understanding of NENA standards STA-010, STA-012, STA-019 for call routing and workflows.

  • Hands-on expertise configuring and analyzing SIP messages, SDP negotiation, trunk performance, and gateway behaviors.

  • Experience maintaining ESRP, BCF, and CHS mappings for voice, text, and multimedia sessions.

  • Knowledge of ECRF/LVF-based routing for location-enabled dispatch.

  • Ability to work with network engineers on ESiNET-level QoS, DSCP tagging, and failover routing.

  • Experience validating private IP trunk services and carrier connectivity.

  • Ability to support redundancy testing and performance benchmarking across multiple sites.

  • Skilled in analyzing SIP traces, CDRs, and packet captures to validate behavior under production load.

  • Experience developing test scripts, verification plans, and production readiness documentation.

Desirable Skills & Experience

  • Excellent written, verbal, and interpersonal communication skills.

  • Experience in public safety, emergency communications, or 9-1-1 operational environments.

  • Expertise in IP voice management, system auditing, and monitoring.

  • Familiarity with logging and recording solutions for legacy and IP-based PBXs.

  • Ability to work collaboratively with internal teams and external partners across multiple service domains.
