Job Title: Public Safety Emergency Communications Senior Engineer 2

Duration: 12 Months (1 Year Contract)
The City of New York is seeking a highly experienced Senior Communications Engineer to provide oversight and support for the mission-critical technologies powering NYC’s 911 and emergency response services. This role ensures uninterrupted life safety communications by managing infrastructure deployments, troubleshooting failures, and coordinating with multiple vendors and agencies.
Deploy and support emergency communications network infrastructure (racking, cabling, configuration, and testing).
Provide technical support for E911 and NG911 telephony systems, ensuring accurate call delivery to NYC’s Public Safety Answering Centers (PSAPs).
Support Text-to-911 (TT911) services, including inbound/outbound SMS, MMS, and RTT.
Oversee vendor-managed ESInet services and systems.
Provide technical oversight for Public Safety Unified Communications systems.
Manage emergency communications relays, alarms, and telematics integrations.
Troubleshoot and resolve incidents affecting infrastructure and services, including root cause analysis.
Support 911 and TT911 test environments, validate cases, and document results.
Maintain asset management of all Emergency Communication technology.
Coordinate deployments with Originating Service Providers, jurisdictions, and Relay Centers.
Oversee vendor performance and conduct data/performance analysis.
12+ years of experience in data center or field support for networking/communications.
8+ years in network support, LAN/WAN troubleshooting.
8+ years in communications routing, transport, and delivery (Wireline, Wireless, VoIP).
Expertise with documentation tools (MS Excel, Visio, Word).
Strong knowledge of networking hardware, topologies, and telecom cabling standards.
Hands-on ability to pull and terminate cabling in diverse environments.
Solid background in computing systems and hardware.
Experience with LEC circuit termination and activation.
Familiarity with Land-Mobile-Radio (LMR), P25 conventional and trunked networks.
Experience with call routing, selective routing, trunking, and location-based routing.
Willingness to travel across NYC to meet SLAs and perform physical work.
Availability for on-call, after-hours, and weekend support.
Strong communication skills for technical and non-technical audiences.
Bachelor’s degree in Computer Science, Telecommunications, or related field.
Hands-on experience with Emergency Communications infrastructure and NG911 systems.
Familiarity with DMS, ACD systems, ANI/ALI, and call handling platforms.
Experience with NG911 ESInet call routing.
Expertise with SMS, RTT, TCC routing, and aggregation.
Knowledge of third-party emergency communication integrations.
Experience with GIS and location-based systems.
Familiarity with TDOS/DDOS mitigation for 911 systems.
