Job Title: BEST Program Business & Data Analyst
Duration: 11 Months (Tentative)
Location: Boston, MA 02108 (Hybrid)

Position Summary
We are seeking an experienced Business & Data Analyst to join a financial reporting modernization initiative. This role will work closely with program staff, agency business and technical SMEs, a system integrator, and a product vendor to support the transformation of financial reporting processes and systems.

The ideal candidate will have a strong background in business analysis and data analytics, with specific expertise in financial reporting, data integration, and transformation. The role involves collaborating with Finance, IT, Data Governance, and other stakeholders to streamline processes, enhance data-driven decision-making, and deliver accurate, scalable financial reporting solutions.

Key Responsibilities

  • Partner with senior data and financial leads to identify reporting, dashboard, and analytics needs for the new financial solution.

  • Lead and participate in requirements sessions to review reporting/analytics capabilities and select configuration options.

  • Maintain configuration documentation for reports and dashboards; collaborate with developers to translate business requirements into technical outputs.

  • Participate in report/dashboard testing and coordinate user acceptance testing.

  • Support migration of legacy Oracle-based reports to a Snowflake-based data lake.

  • Create an inventory of existing SQL queries, stored procedures, and reports.

  • Analyze data structures, relationships, and quality rules; map data from Oracle to Snowflake.

  • Validate data integrity between legacy and new systems, investigate discrepancies, and ensure accuracy.

  • Document requirements for redevelopment and validate query outputs in Snowflake.

  • Support user training and adoption of the new reporting platform.

Required Skills

  • Strong proficiency in SQL (Oracle & Snowflake).

  • Proficiency in Excel, Power BI, Power Query, Power Apps.

  • Experience with financial data; public sector experience is a plus.

  • Ability to translate business needs into technical specifications.

  • Familiarity with Microsoft Access, Toad, or BI platforms a plus.

  • Experience with cloud data warehouses (Snowflake, Redshift).

  • Strong system analysis skills.

  • Excellent communication skills for both technical and non-technical audiences.

  • Experience in Agile, Scrum, Waterfall, or similar methodologies.

Preferred Qualifications

  • Experience in SaaS cloud implementations, particularly legacy-to-cloud migrations.

  • Financial transformation/modernization project experience.

  • Understanding of data architecture, data quality, and data governance best practices.

Minimum Requirements

  • Bachelor’s degree in Finance, Accounting, Information Systems, Business Analytics, or related field (or equivalent experience).

  • Minimum 5 years of experience in business analysis and/or data analytics, preferably in finance or reporting environments.
