Job Title: Software Quality Assurance Project Manager
Location: Seattle, WA 98121 (Hybrid)
Duration: 12 Months (Tentative)

Work Environment & Travel:

  • Location: Hybrid; remote with occasional in-person meetings at headquarters in Seattle, WA

  • Travel: Occasional site visits across the Puget Sound region are expected. Travel outside King County will be reimbursed per standard state rates, pending pre-approval.

Key Responsibilities:

  • Lead and coordinate all QA activities including test planning, execution, and reporting.

  • Manage a testing team (3+ members), overseeing system, regression, and UAT phases.

  • Collaborate with project stakeholders to define QA scope, test objectives, and strategy.

  • Validate vendor-performed functional, non-functional, performance, integration, and security testing.

  • Analyze system requirements, create test cases, and ensure full traceability and defect tracking.

  • Provide feedback on testability of requirements and missing functionality.

  • Support documentation and process improvements for testing artifacts and workflows.

  • Guide and consult with stakeholders on QA best practices and standards compliance.

Mandatory Qualifications:

  • Recent experience (within the last 5 years) leading QA efforts for large-scale SaaS or COTS applications.

  • Proven leadership in QA roles within Agile or Scrum SDLC environments.

  • Experience coordinating multi-phase testing (system, regression, UAT).

  • Familiarity with assurance assessment methods (security validation, risk/threat analysis, etc.).

  • Strong collaboration and communication skills with cross-functional teams and external vendors.

  • Ability to define assurance levels, set test policies, and report metrics and results clearly.

Preferred Qualifications:

  • Experience with Azure DevOps

  • Experience facilitating Scrum ceremonies

  • Familiarity with quality frameworks (e.g., ISO 9000, CMMI)

  • Prior experience with public sector or transportation-related projects

  • Skill in QA resource estimation and risk-based planning

  • Ability to mentor QA testers and support project teams with QA best practices
