Job Title: Medicaid Enterprise Systems (MES) Business Analyst
Location: Hybrid – Onsite in South Carolina (4 days/week, 1 day remote)
Duration: 12 Months
Residency Requirement: Candidate must currently reside in South Carolina – relocation is not permitted
Rate: $75/hour (W2)
A state government initiative is seeking a highly skilled Senior Business Analyst to support a Medicaid Enterprise System (MES) Modernization effort. This long-term, modular transformation aims to replace legacy MMIS systems with scalable, interoperable, and federally compliant healthcare IT solutions. The analyst will serve as a critical link between technical teams and business stakeholders to ensure successful system integration and implementation.
Serve as the primary liaison between business users and technical teams
Analyze and assess current operational workflows and identify process improvement opportunities
Translate business needs into clear, actionable requirements and supporting documentation
Assist in the planning and implementation of MES modules
Lead and support business process redesign initiatives
Coordinate across functional teams to ensure system alignment and effective integration
Provide subject matter expertise in Medicaid systems and MITA-based operations
Track deliverables, milestones, and performance metrics to support project timelines and success
Facilitate and participate in stakeholder meetings, workshops, and requirement-gathering sessions
7+ years of experience as a Business Analyst in healthcare IT (government or commercial)
3+ years of direct experience with State Medicaid systems, MMIS, or payer integration projects
Strong knowledge of MITA business architecture and federal Medicaid requirements
Experience with EDI transactions, Medicaid claims, and healthcare data standards
Excellent written and verbal communication skills, including stakeholder engagement and reporting
Proficiency with Microsoft Office Suite, SharePoint, and related collaboration tools
High attention to detail and comfort working in a cross-functional, fast-paced environment
Experience supporting Federal Certification of Medicaid systems
Involvement in large-scale system modernization or MES programs
Familiarity with project lifecycle methodologies (Agile or Waterfall)
Exposure to commercial healthcare integrations within public sector systems
Bachelor’s degree in Business, Information Systems, Healthcare Administration, or a related field
Equivalent experience may be considered in lieu of formal education
