Position Overview

We are seeking a skilled and experienced IT Business Analyst to support a government IT initiative in Lacey, WA. This hybrid position requires an expert in business and systems analysis who can help design, develop, and implement IT services as both a functional capability and a strategic asset. The successful candidate will help align IT services with business goals, delivering value-driven outcomes that meet public expectations.

The role emphasizes working with stakeholders to gather requirements, analyze data, and define functional solutions within a collaborative Agile environment. A background in custom software development projects is essential, along with experience in software quality assurance and Azure DevOps.

Key Responsibilities

  • Provide strategic IT business analysis to support public service objectives and improve agency functions.
  • Collaborate with stakeholders to understand and assess business needs.
  • Conduct functional analysis to improve IT systems, reduce costs, and enhance efficiency.
  • Perform business process modeling and gap analysis using tools such as Visio, Aris, or iGrafx.
  • Lead or support initiatives around Business Process Improvement (BPI).
  • Develop detailed business and technical requirements and translate them into actionable plans.
  • Apply ITIL/ITSM principles for process improvement and service management.
  • Engage in test planning, case development, defect tracking, and regression testing.
  • Contribute to Agile/Scrum ceremonies and collaborate with product owners and development teams.
  • Use Azure DevOps for backlog refinement, user story management, testing, and bug tracking.
  • Analyze current data structures and requirements to support data migration or transformation planning.
  • Deliver clear and effective documentation and communication across teams.

Required Skills and Experience

  • Business Analysis: Minimum of 5 years’ experience in business analysis, requirements gathering, process modeling, and functional analysis specific to custom software solutions.
  • Quality Assurance: Minimum of 5 years’ experience in test planning, test case development, functional and regression testing, and defect management for custom software.
  • Agile/Scrum: 5+ years working in Agile environments with Scrum teams, Product Owners, and stakeholders.
  • Azure DevOps: Proven experience using Azure DevOps for backlog management, user stories, test case execution, and bug tracking.
  • Process Mapping & Modeling: Proficiency with Visio, Aris, iGrafx, or equivalent tools.
  • Communication: Strong written and verbal communication skills essential for effective stakeholder engagement.

Preferred Expertise

  • Familiarity with ITIL/ITSM frameworks and their practical application.
  • Experience with data analysis and planning for data migration within IT projects.
  • Understanding of project management methodologies (PMBOK, PRINCE2) and tools such as MS Project.
  • Knowledge of system feasibility studies and requirements prioritization techniques.

Minimum Mandatory Qualifications

  • Washington State Business Presence: Contractor must have maintained a business presence in Washington State for at least 3 years.
  • Staff Experience Requirements: Assigned staff must meet the following:
    • 5+ years of Business Analysis, Quality Assurance, Agile/Scrum collaboration, and Azure DevOps expertise.
  • Staff Continuity: Commitment to maintaining assigned staff for the duration of the contract.
