Job Title: Business Analyst

Location: NYC, NY 

Mandatory Requirements:

  • Must work in the NYC area (onsite position requires commuting or relocation to NYC)

Project Description: A multi-year software development and business process transformation project aimed at increasing housing stability for low-income New Yorkers. This system serves as the record for the CityFHEPS program and is used by DHS and HRA's contracted service providers to submit rental assistance applications of all types to DSS. It also includes a public-facing portal for landlords to view rent payments, keep payment information up to date, and consolidates landlord, property, and rent-related payment information across all DSS programs that issue rent payments.

Tasks & Duties:

  • General support to the BPI Project Director and agency staff

  • Schedule meetings as requested

  • Provide expertise in Azure to assist with finding requirements documentation when needed (e.g., for creation of training materials, to answer stakeholder questions)

  • Provide access to the UAT environment when needed (e.g., for program testers or the training team)

  • Ensure all deadlines are met to keep development on track

  • Manage defects in Azure

  • Run the 3x weekly defect meeting to review the defect board, discuss defects, and determine priority and severity

  • Document defect severity, priority, and planned release in Azure

  • Coordinate with ITS to send out monthly notifications of known defects with workarounds

  • Maintain the defect dashboard to share with agency leadership

  • Coordinate defect re-test sessions with the vendor, ITS, BPI, and EPMO

  • Manage enhancements

  • Add enhancement tickets to the project backlog in Azure

  • Work with BPI, EPMO, and program to assign priority levels to new enhancements and add details/descriptions for the vendor and ITS

  • Coordinate with BPI staff and project staff to review and provide comments on user stories written for the system

  • Track and maintain all comments added by BPI, EPMO, and program to the detailed requirements and document BPI and ITS signoff on each user story

  • Monitor the Azure board for updates to requirements from ITS in response to comments

  • Maintain version control to ensure all comments from business stakeholders and responses to the vendor or ITS are maintained in requirements documentation

  • Manage User Acceptance Testing

  • Coordinate with vendor and ITS to schedule UAT with BPI, EPMO, and program testers

  • Develop test scenarios, ensuring they are complete based on acceptance criteria

  • Run UAT sessions, changing user roles for different workflows, ensuring each step of testing is followed, taking screenshots to demonstrate scenario/requirement pass or fail

  • Update tickets in Azure after UAT to record pass or fail

  • Support the Level 2 Help Desk Team/Project Management

  • Attend the daily L2 defect triage meeting and provide guidance to ITS CurRent help desk staff

  • Assist in determining which tickets require escalation to L3, data fixes, or training issues

  • Track project action items across BPI, ITS, and vendor

  • Track project risks

  • Run the bi-weekly program update meeting where action items and risks are discussed

Required Skills:

  • Minimum 4 years of experience in Business Analysis tools such as Azure, JIRA, Balsamiq, and MS Visio

  • Minimum 4 years of experience working and coordinating with both program/business and technical teams in documenting business and functional requirements

  • Minimum 4 years of experience overseeing project deliverables

  • Minimum 4 years of experience working on the software development lifecycle
