Senior Transition Manager

We are seeking an experienced Senior Transition Manager to lead and manage transition efforts between the Health Care and Administration Services (HCAS) and the Unified Financial Management System (UFMS) at the Department of Health and Human Services (HHS). The candidate will be responsible for planning, analyzing, and executing integration or migration of technical capabilities, including ABS systems, while assessing cost and schedule impacts. The role includes providing support documents for budget requests, planning solutions, and executing approved transitions.

    Transition Planning and Execution:

  • Develop and execute a comprehensive transition plan between HCAS and UFMS, ensuring smooth integration of technical capabilities.
  • Analyze and document transition processes for the integration or migration of other related technical capabilities, including ABS systems.

    Cost and Schedule Impact Analysis:

  • Conduct initial analysis of cost and schedule impacts associated with transition efforts, identifying potential risks and mitigations.
  • Provide detailed reports and documentation to support budget requests and financial planning for transition projects.

    Budget and Documentation Support:

  • Prepare and present support documents for budget requests, ensuring alignment with organizational goals and requirements.
  • Collaborate with financial teams to ensure the budget is properly allocated to meet transition needs.

    Implementation Management:

  • Oversee the implementation of approved transition plans, ensuring projects are executed according to schedule and within budget.
  • Monitor project progress, providing regular updates to stakeholders and resolving any issues that arise during the transition.

    Stakeholder Collaboration:

  • Work closely with stakeholders across HCAS, UFMS, and ABS systems to ensure alignment on transition objectives and smooth execution.
  • Facilitate communication between technical teams, project managers, and leadership to ensure transparency and coordination.

    Experience:

  • 8+ years of experience in transition management, system integration, or migration within large-scale IT environments, preferably in government or healthcare sectors.
  • Proven experience conducting cost and schedule impact analysis and managing the implementation of large-scale IT transitions.
  • Experience with HCAS, UFMS, or ABS systems is highly preferred.
  • Strong analytical skills for conducting cost and schedule impact analysis and developing actionable transition plans.
  • Excellent project management skills, including budgeting, planning, and execution of IT transitions.
  • Strong interpersonal and communication skills for collaborating with stakeholders and technical teams.
  • Ability to manage multiple priorities and deliver complex projects within deadlines.
