Position Overview

We are seeking an experienced Program Manager III to lead large-scale data analytics, business intelligence, and reporting initiatives within a complex healthcare and human services environment. This role serves as a strategic liaison between executive leadership, business stakeholders, and technical teams, driving enterprise analytics programs, AI-enabled initiatives, and data-driven decision-making.

The ideal candidate will have extensive experience managing enterprise analytics programs, Business Intelligence/Data Warehouse (BI/DW) projects, Agile and Waterfall delivery methodologies, executive-level stakeholder communications, and cross-functional teams supporting regulatory and operational reporting.


Key Responsibilities

Program Leadership & Strategic Planning

  • Lead multiple enterprise analytics and reporting initiatives simultaneously.
  • Translate complex business requirements and analytics project requests into actionable project plans and delivery roadmaps.
  • Manage program scope, timelines, risks, dependencies, budgets, and resource allocation.
  • Develop and maintain program governance frameworks and reporting structures.
  • Drive successful delivery of strategic initiatives aligned with organizational goals.

Agile & Waterfall Project Management

  • Lead hybrid project delivery efforts utilizing Agile and Waterfall methodologies.
  • Create and manage:
    • Sprint plans
    • Epics and user stories
    • Release plans
    • Project schedules
    • Status reports
    • Risk and issue logs
    • Executive dashboards
  • Facilitate Scrum of Scrums and cross-team coordination activities.
  • Apply Scaled Agile Framework (SAFe) principles to synchronize multiple project teams.

Executive Stakeholder Engagement

  • Serve as the primary liaison between executive leadership, program stakeholders, and technical teams.
  • Present project status, risks, and outcomes to senior leadership and business sponsors.
  • Communicate complex technical and data-related concepts in clear, non-technical language.
  • Build consensus among diverse stakeholder groups.

Data Analytics & Reporting Oversight

  • Oversee analytics initiatives supporting operational, regulatory, state, and federal reporting requirements.
  • Ensure project teams properly collect, integrate, validate, and analyze data from multiple sources.
  • Collaborate with business users, analysts, and technical teams to develop reporting and visualization solutions.
  • Ensure reporting accuracy, consistency, and compliance with governance standards.

AI Enablement & Data Strategy

  • Support implementation of AI-driven analytics and reporting initiatives.
  • Develop and standardize AI prompts and query strategies for reporting and analytics use cases.
  • Establish best practices for validating AI-generated outputs.
  • Promote responsible AI adoption and compliance with organizational standards.

Data Governance & Quality

  • Ensure adherence to enterprise data governance policies and standards.
  • Support data quality initiatives and reporting controls.
  • Monitor compliance with agency reporting requirements and governance frameworks.
  • Partner with technical teams to address data quality and integration issues.

Training & Organizational Enablement

  • Promote data literacy and AI adoption across the organization.
  • Coordinate training initiatives for business and technical teams.
  • Develop documentation, communication materials, and program guidance.
  • Mentor project teams and stakeholders on analytics and reporting best practices.

Required Qualifications

Experience

  • 8+ years of experience translating complex analytics initiatives and business requirements into executable project plans.
  • 8+ years of experience communicating complex data and technology concepts to executive and non-technical audiences.
  • 8+ years of experience managing large-scale analytics, reporting, or data-focused programs.
  • 8+ years of experience collaborating with executives, business stakeholders, and technical teams to support official reporting and program oversight.
  • 8+ years of experience creating executive presentations, dashboards, and program communications.
  • 8+ years of experience using:
    • Microsoft PowerPoint
    • Microsoft Visio

  • 5+ years of experience in healthcare, health and human services, government, or other regulated environments.

  • Experience supporting federal, state, and internal reporting initiatives.

Leadership & Training

  • Experience promoting data literacy across organizations.
  • Experience developing and delivering training programs.
  • Experience mentoring business and technical teams.

Compliance & Reporting

  • Experience supporting State and Federal reporting compliance.
  • Experience supporting Major Information Resources Projects (MIRP).
  • Experience developing:
    • Advanced Planning Documents (APD)

    • Funding and governance documentation

AI & Emerging Technologies
